Rough Sleeping
Cornwall Housing Ltd works with a range of partners including homelessness charities, specialist substance misuse and mental health organisations, and community groups to ensure rough sleepers are provided with appropriate support, and an offer of a route off the streets.
What to do if you are rough sleeping or are aware of somebody rough sleeping
If you are rough sleeping or are aware of somebody rough sleeping, you can either:

Alert the local authority and outreach services by making a referral to Streetlink on 0300 500 0914
- Support or advise the rough sleeper, to present as homeless by telephoning 0300 1234 161
Rough sleeping in severe weather
Cornwall has a Severe Weather Emergency Protocol (SWEP), which opens during periods of severe weather, providing shelter to rough sleepers. Access to the provision is via the Outreach services, or Housing Options. If you are concerned about an individual sleeping rough during severe weather, please refer to Streetlink.
In Cornwall, there are a number of commissioned and non-commissioned services, meeting the needs of those individuals who sleep rough:
Specialist services
- St Petrocs provide a range of support services including day centres in City Road Truro, and Bread Street Penzance
- Health for Homeless
- Coastline provide a day centre, crisis accommodation at the Chi Winder hostel on Dudnance Lane in Pool
