·· The Tenant Led Scrutiny Panel members work as a critical friend to Cornwall Housing (CHL). Working in partnership with Cornwall Housing they research an area of the company and make recommendations to improve the service.
Panel members listen to tenants and look at a range of information before deciding what areas to scrutinise. After an in-depth investigation, they report their findings to tenants, Cornwall Housing Board and Cornwall Housing Tenants Forum. They receive a response from the relevant CHL team and track the progress of the improvements.
They meet online and in person, on average once per month.
Training, expenses are provided and support with IT access are available if required.
The panel is an independent group supported by the Communications and Engagement Team.

Their current investigation is on damp and mould, asking if CHL will be ready to meet the new response times which will come into force when the new UK law- Awaabs Law, is introduced in October 2025.

Hello fellow customers my name is Shane and I am the current Chair of the Tenant Led Scrutiny- Action and Review Panel here at Cornwall Housing.
I have been a member of the panel for just over 4 years and absolutely love what we are doing and what we stand for (improving under-performing services for our fellow customers).
Some customers may feel that nothing is being done in the background to improve services. But believe me it is and involved tenants work really hard to do this. CHL admit there is a long way to go, but they do listen and are very happy to work with customers to implement improvements and get things right.

A Journey to Improve Housing for All
When I first encountered challenges with Cornwall Housing, I felt a mix of frustration and determination. Like many residents, I wanted a home that was safe, well-maintained, and supported by a provider that truly listened. Instead of letting those frustrations fester, I chose to channel them into action by joining Cornwall Housing Resident Led Scrutiny. This decision has not only given me a platform to voice my concerns but has also ignited a passion for improving housing services for everyone in our community.
Tenant Led Scrutiny is a unique opportunity to work collaboratively with Cornwall Housing, acting as “critical friends.” It’s a space where residents like me can share real-world experiences, highlight what’s working, and constructively point out where improvements are needed. My involvement stems from a deep belief that every tenant deserves high-quality housing and a provider that prioritises their needs. By joining the panel, I’ve been able to contribute to meaningful changes, ensuring Cornwall Housing evolves into the best housing provider it can be.
What I’ve gained from this experience goes beyond influencing policy or processes. Being part of the panel has boosted my confidence, given me a sense of purpose, and connected me with others who share the same vision. The support from fellow panel members and Cornwall Housing staff has been invaluable, creating an environment where our voices are heard, respected, and acted upon. Together, we’re not just addressing individual issues but building a stronger, more responsive housing service for all customers.
